Once being active after the war in 1999, Help has resumed its operations in the Republic of Kosovo in May 2015, providing socio-economic assistance for vulnerable individuals. The overall objective of the projects is to contribute to the sustainable development and the stability in targeted areas with the main focus on the economic empowerment.

“Support to socio-economic stability through empowerment of micro business sector in Kosovo”

Partner Municipalities: Ferizaj, Mitrovica, Prishtina, Gracanica, Mitrovica South.

Institutions: Ministry of Labour and Social Welfare.

The project focuses on the educational and economic support to local development in Kosovo. Help will apply mechanisms to boost the development of micro businesses in targeted municipalities in Kosovo.

Main interventions will concentrate on direct job creation through income grants assistance schemes for small businesses as well as provision of business and vocational training and education. Help will support implementation of existing national and local strategies and facilitate process of sustainable development as a whole. Project will be implemented in the period from May 2015 till December 2016.

Within the project at least 430 businesses will be supported in their intentions for starting or developing businesses. Support will include:

  • Donation of equipment average value of 2,000 Euro
  • Organization of business and vocational trainings according to the client needs,
  • Monitoring of the supported micro businesses.

Financed by:

  • German government in the amount of 5000,00 EUR in 2015 (Phase I) and planned amount of 500.000,00 EUR in 2016 (Phase II)
  • The Ministry of Labour and Social Welfare in the amount of 100.000,00 EUR
  • The municipalities included in the Project in  the amount of 126.000,00 EUR
  • Clients supported in the project (through the repayment of 15% of the value of their grant) in the amount of 134.940,00 EUR

The Ministry of Labour and Social Welfare will transfer to Help a contribution in the amount of 100.000,00 Euro as participation towards the implementation of the Project within the targeted Municipalities in the Republic of Kosovo.

“Support to socio-economic stability through empowerment of micro business sector in Kosovo”

1.Purpose of this Annex to the Cooperation Agreement is extension of the project “Support to socio-economic stability through empowerment of micro business sector in Kosovo”, up to the end of 2017.

2.Through this scheme there were supported more than 233 other businesses in the scope of the new project, despite of 430 planned businesses previously in their targets for beginning or development of businesses.

The project shall be implemented in the period from February 2016 to December 2017.

The project value is 1,415,700.00 Euro, including here the year 2016 and 2017.

Part of this will be the new project “Support to socio-economic stability through empowerment of micro business sector in Kosovo – Prevention of Migration and Stabilization”

The MINISTRY OF LABOUR ANF SOCIAL WELFARE (MLSW) will will transfer to the account of Help the additional grant in amount of 50.000,00 Euro in 2017, except the amount of 100,000.00 Euro previously contracted as participation in relation with implementation of project in the scope of targeted municipalities.

Partner Municipalities:Vushtrri, Prizren, Prishtina, Peja , Novo Berd, South Mitrovica, North Mitrovica, Leposavic, Gracanica, Gjilan, Gjakova.

“Self-Employment (SE) Training Program”

  • The overall goal of the SE program is to foster youth employability and entrepreneurship for vulnerable and marginalised youth. The proposed SE program is premised on the idea that the provision of youth entrepreneurship support enables the targeted Kosovo youth to gain skills that will enhance their chances of sustainable employment and livelihood.
  • The program is also aimed at countering a sense of disillusionment among youth, who often feel marginalized, and are considered to be at high risk of remaining long-term unemployed.

The contributions from all Donors will be transferred to a separate project account of Help used exclusively for the implementation of the Project. The financial auditing regulations of the main donor, here the U.S., German and Swedish governments, are considered as the prevailing ones.

ʺSupport to Sustainable Economic Development in Municipal Level”

The project focuses on increasing the capacity of vulnerable groups in the economic and social sphere, in order to create opportunities for active participation in society. While the objective is to reduce the level of poverty among economically vulnerable groups. Help will offer professional trainings for at least 40 citizens of Municipality of Kamenica. Trainings will be designed based on the request of the citizens, however the main goal is to create qualified working force that offers self-employment opportunities for them.

Subject of this Cooperation Agreement (hereinafter: CA) is the cooperation between Kamenica Municipality and Help within the project ʺSupport to Sustainable Economic Development in Municipal Level” financed by the Ministry of Local Government Administration of the Kosovo Government and Ministry of Foreign Affair of the German Government and implemented by Help during 5 months. Kamenica Municipality and Help will cooperate on the following issues during the implementation of the project:

  • Support to the implementation of the Strategy for Development of Kamenica Municipality. Support human capacity development through vocational trainings
  • Support the development of entrepreneurship and small enterprises, particularly in the function of employment growth and job creation, and the creation of competitive conditions for attracting investment
  • Identifying and networking partners within the framework of the project with special attention to the micro businesses

“Supporting and Promoting the Well-Being of Persons with Down Syndrome”

Project focuses on supporting Down Syndrome centre in Mitrovica. Help will support the centre with the furniture and appliances for fully functional kitchen where they can generate income, become self-sustainable, employ Down Syndrome persons, create work places, impact on social inclusion and make socially vulnerable persons participate in social and economic life.  

Total amount of contribution will be 7,000.00 Euro in form of equipment and furniture for the kitchen.

Subject of this Cooperation Agreement (hereinafter: CA) is the cooperation between Down Syndrome Kosova and Help within the project “Supporting and Promoting the Well-Being of Persons with Down Syndrome” is supported financially by the Ministry of Foreign Affairs of the German Government, the Ministry of Labour and Social Welfare of the Government of the Republic of Kosovo and Government of Luxembourg whereas is implemented by Help.

The overall objective of the project is to increase the capacity of economically and socially vulnerable groups to participate more fully in society. Specific objective of the program: Decrease levels of poverty among economically vulnerable groups. The project will lead to the direct job creation, thus contribute to the socio-economic stability.

“Support to socio-economic stability in the western Balkans region 2017-2018”

The project activities within this project component are as follows:

  • Registration of First Application forms
  • First and second selection process
  • Signing contract with the clients
  • Purchase and distribution of the equipment
  • Working for community
  • Monitoring and business advice

Main local partners are local self-governments Suhareka, Lipjan, Decan, Strpce, Istog, Gjakova, Gracanica, Mitrovica and North Mitrovica.

The project components that will lead to the direct job creation of at least 240 registered employees, thus contribute to the socio-economic stability in targeted areas, are:

  1. Grants for micro businesses, provision of 240 grants
  2. Business and vocational trainings, at least 240 business and 140 vocational trainings
  3. Support to four (4) community entrepreneurial initiatives throughout the country

“Supporting socio-economic stability through the empowerment of micro-businesses in Kosovo”

The project is financed by the German Government, the Government of Kosovo, partner municipalities, while it is implemented by the organization Help.

The project “Supporting socio-economic stability through the empowerment of micro-businesses in Kosovo” will be implemented during the period February 2016 to December 2017 in the municipalities: Prishtina, Graçanicë, Gjakovë, Vushtrri, Gjilan, Pejë, Podujevë and Novobrdë.

The overall goal of the project is to contribute to sustainable development and stability in Kosovo with the main focus on economic empowerment. Whereas, the specific goal is to create new jobs through direct support with grants for small businesses.

Through this project, it is planned to distribute grants, providing equipment so that the beneficiaries can start or grow their business. The average total value of a grant, for one beneficiary, will be 2,000.00 Euro, this amount also includes the investment by the beneficiaries of 15%. In addition to the equipment, the beneficiaries will also be provided with professional training and technical support after receiving the equipment.

“Support to socio-economic stability in Kosovo”

The project focuses on the educational and economic support to local development in Kosovo. Help will apply mechanisms to boost the development of micro businesses Gllogoc, Podujeva Municipalities. Main interventions will concentrate on direct job creation through income grants assistance schemes for small businesses as well as provision of business and vocational training and education. Help will support implementation of existing local strategies for local development and facilitate process of sustainable development as a whole.

Accordingly, Drenas & Podujeva Municipalities and Help will cooperate on the following issues during the implementation of the project:

  • Support to the implementation of the relevant strategies Drenas, Podujeva Municipaliities, supporting employment, development of entrepreneurship and micro enterprises, particularly in the function of employment growth and job creation and support to professional education.
  • Identifying and networking partners within the framework of the project with special attention to the micro businesses
  • Assuring visual identity of the Donors and all project partners involved

Within the project at least 30 businesses will be supported in their intentions for starting or developing businesses. Support will include:

  • Donation of equipment average value of 2,000 Euro
  • Organization of business and vocational trainings according to the client needs,
  • Monitoring of the supported micro businesses.

“Respond to preventing the spread of coronavirus COVID19”

  • Supporting Infectious Disease Clinic, within University Clinical Centre of Kosovo with approximately 12000 masks will contribute to reducing transmission, preventing the spreads of coronavirus, support implementing the standards recommended by WHO, thus also contributing to their resilience towards COVID-19.
  • By providing digital devices Help will make it possible remote education for children victims of domestic violence during the coronavirus (COVID-19) outbreak.
  • Supporting 2100 vulnerable families in partner Municipalities to deal with the challenges from Coronavirus – COVID-19 will contribute to reducing transmission. Providing items to address basic needs such as food will limit the need for people to circulate, thus reducing the risk of becoming infected and/or spreading the virus.  In addition, it will support them accessing adequate nutrition, thus positively affecting their immune system. Providing hygienic materials will allow people to implement standards as recommended by WHO, thus also contributing to their resilience towards COVID-19.  Finally, providing protective items such as equipment and disinfectants will also contribute towards preventing the spread of COVID-19.
  • By providing laptops and/or smartphones for pupils/students for families in need Help will make it possible remote education for students/pupils with economic hardships.

BENEFICIARIES

Infectious Disease Clinic, within University Clinical Center of Kosovo.  Considering the urgent need for face shields, few companies in Kosovo created manufacturing lines in 3D-printers. According to the feedback from the medical institutions they estimated that the demand for face shields within the health care system of Kosovo is approximately 10.000 units.  Help seeks to support medical institutions, respectively infectious clinic with 2000 Medical shield masks, with cost 5 euro per piece.

Help provided 10,000 surgical masks produced locally for Medical Personnel, which are 1.5 – 2.00 per piece.

This activity will be implemented within one month (procurement and distribution) and estimated budget is 30,000.00 Euro.

Help also considers necessary to support safe houses in Kosovo which serve as shelters for mothers with children that are victims of domestic violence. The aim is to provide electronic equipment such as laptops and/or tablets so children will be able to continue with e-learning during the time they spend on the shelter as well as kitchen appliance such as dishwashers and home appliances such as washing machines.  Safe houses provide shelter, food, internet, medical check-ups, safe and secure environment where a woman’s and children’s basic needs are met.

Help seeks to support 10 safe houses with at least 2 laptops for each safe house, in total 20 pieces who are currently serving to approximately 200 persons (mothers with children).  In total 20 pieces in an amount of 4,000.00 Euro.

Help Kosovo targeted four partner municipalities them being Drenas, Mitrovica, Skenderaj and Fushe Kosove to work with in supporting 2100 vulnerable families with food and hygienic packages. Help will work closely with each municipality, precisely with the Crisis Headquarters as the managerial and administrative centre in managing the situation with Coronavirus – Covid-19 which has been formed. It is an institutional mechanism and all communities are representatives.  Help will aim to support the most marginalized category of citizens with low quality of housing, high unemployment, lack of hygienic equipment such as washing machines, lack of basic means of protection such as disinfectants and face masks.

Help’s intention is to support an improvement in the living conditions of this vulnerable group – 2100 families – by supporting them with food packages, hygienic packages and protective.

“Respond to preventing the spread of coronavirus COVID19”

The main beneficiaries of the project proposal are: Ten safe houses (shelters for women and children) in Prishtina, Prizren, Peja, Gjakova, Ferizaj, Gjilan, Novobrda and Mitrovica and 100 families with food and hygiene packages in North BENEFICIARIES Considering the needs of Safe Houses, especially after the aggravated condition with Covid-19, the need for keeping food fresh and clean has increased, since the number of mothers with children increased too. Currently they serv to approximately 60 individuals. Help seeks to support the above-mentioned with Refrigerators, Laundry Machines, Freezer, Dishwasher and Electrical Stove, in an approximate amount of 7,000 Euro. Whereas, food and hygiene packages for 100 families in North Mitrovica in approximate amount 3,000 Euro. This activity will be implemented within one month (procurement and distribution) and estimated budget is 16,250.00 Euro. (10,000.00 Euro by The Government of The Grand Duchy of Luxembourg, Embassy in Prishtina)

“Support rehabilitation of affected families from earthquake in Albania”

Subject of this Cooperation Agreement (hereinafter: CA) is the cooperation between the Gjilan Municipality and Help within this project, financed by the German Government, (hereinafter “Donor”) and implemented by Help. Project will be implemented from February 2020 till December 2020 as described in. In particular the Gjilan Municipality will co-finance the aforementioned project with regard to activities within Gjilan Municipality. Accordingly, Gjilan Municipality and Help will cooperate on the following issues during the implementation of the project: The project focuses on providing support to the Abazi family from the village of Livoç in the Municipality of Gjilan with equipment and professional training for beauty activities. Help will support the implementation of existing local strategies for local development and help in sustainable development process. Within the project, the support will include: Purchase and distribution of equipment necessary for business activity; • Monitoring the situation even after the project is completed.
